Pat McCrory bashes state Senate tax

Economic developers say as many as half a dozen overseas auto manufacturers are looking right now for sites for new plants that would likely bring at least $1 billion in investment and as many as 2,500 jobs to the states that win them. North Carolina is working hard to land one of those plants.

The Charlotte Business Journal has a story in its print edition Friday outlining the progress the state has made and the success economic developers already report in attracting some automakers’ attention. The missing piece, CBJ reports, is incentives, which McCrory and the Senate are now at loggerheads over.

That tax provision, called the Single Sales Factor, is also in the Senate bill, which has not yet been formally filed. It discounts the two other factors normally considered, the company’s property taxes and payroll taxes.

But the Senate’s bill would offer that tax break to all North Carolina companies, not just one making a large investment in the state. State Commerce Secretary John Skvarla told the Senate Finance Committee on Monday that making the Single Sale Factor universal would cost the state $180 million in tax revenue and that the state could not afford it.

“I think it breaks the bank. It breaks the promise of last year on tax reform,” he said at the cities meeting. “It doesn’t create a long term solution (on incentives) and signal to our competitors that North Carolina’s cheap jerseys outlet got a long term plan.
